Mr. Dempsey is admitted to practice in the District of Columbia and the Commonwealth of Virginia and before the U.S. District Courts of the District of Columbia and the Eastern District of Virginia, U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, U.S. Supreme Court, and Fourth Circuit Court of Appeals.  He is a member of the American Bar Association (Public Contract Law; Law and Technology Sections); Federal Bar Association (co-Chair, International Procurement Committee, 2002); Court of Federal Claims Bar Association; Boards of Contract Appeals Bar Association.

Prior to entering private practice in 1982, Mr. Dempsey worked at the Defense Logistics Agency and the Defense Energy [Fuel] Supply Center, components of the Department of Defense.  His experience included: Assistant Counsel, Defense Logistics Agency; Associate Counsel, Defense Fuel Supply Center (now Defense Energy Supply Center), and Attorney-advisor, Defense Logistics Agency (1977-81); Counsel, DAR Council Subcommittee on Cost Principles (1981-82); Chair, DAR Council Subcommittee on Foreign Purchases (principal author for DFARS Part 25, Foreign Acquisitions for the implementation of NATO MOUs and Trade Agreements Act of 1979 (1978-80)).

Mr. Dempsey was appointed to the Federal Advisory Committee to the Department of Defense (the "§ 807 Committee" established under Pub. L. 102-109, § 807) to revise the Defense Department's guidance and contract clauses regarding contractor rights in technical data and computer software (1992-95). 

Mr. Dempsey received his bachelor's degree cum laude 1972 from Amherst College and earned his law degree in 1977 from the University of South Carolina Law School.
